Chandler Duncan is a Principal at EDR Group, specializing in transportation system planning, modeling and analysis. He is also leader of EDR Group’s transit economics practice. He directs policy and technical initiatives for federal agencies, state DOT’s and MPO’s that tie performance based planning and programming to larger quantifiable economic and policy objectives. He has worked to enable states and localities to incorporate economic considerations into their prioritization and program delivery efforts.
In his work with EDR Group, Chandler has directed a variety of studies that integrated transit system condition databases and models, as well as highway and bridge asset management models, with travel demand forecasting and economic impact studies. He has led several NCHRP synthesis reports on multi-modal investment management strategies and the implications of different approaches to transportation funding choices. From this broad focus, has also lead local studies on the economic implications of tolling, public-private partnerships, transit or cargo-oriented development and corridor or sub-area level transportation improvement packages.
Mr. Duncan has over twenty years of experience with transportation agencies leading statewide, MPO and corridor planning efforts, developing traffic, economic and asset management models and investment planning efforts. Prior to his work with EDR Group, Mr. Duncan worked as a transportation planning consultant in the fields of model development and statewide and MPO long range plans. He has held staff positions at the Minnesota Department of Transportation, the Charlotte Mecklenburg MPO, the Charlotte Transit Agency and research appointments at the Humphrey Institute of Public Affairs and the University of North Carolina Highway Safety Research Center. In addition to a Bachelors’ degree from NC State University, he holds an MBA from the University of Minnesota and an MRP from the University of North Carolina at Chapel Hill.
