Martin Weiss is a consultant affiliated with EDR Group, based in the Washington, DC area. He is a 35 year veteran of the Federal Highway Administration, focusing on transportation and economic development.

Mr. Weiss's provides unique expertise in federal transportation legislation. In 1997 and again in 2003, he was on a USDOT panel to monitor Congressional proposals for reauthorization (which ultimately resulted in TEA-21 in 1998 and SAFETEA-LU in 2005). He managed the largest allocated program in TEA-21 legislation, the National Corridor Planning & Development Program & Coordinated Border Infrastructure Program (sometimes known as CorBor, or the corridors and borders program). Subsequent to SAFETEA-LU, he managed the Delta Region program and execution of grants and contracts for congressionally designated corridors.

As a consultant, he has worked on assignments to analyze several dozen USDOT grant programs (highway, transit and rail) and assessed how such programs, in the next reauthorization, could support projects in the Delta Region. He has also worked on application of the Transportation Economic Development Impact System to address various state and regional transportation policy issues.
