For Arizona Public Service Co., Glen Weisbrod and staff of EDR Group (under subcontract to Hagler Bailly Consulting) lead the evaluation of the APS Residential New Construction Program on the new home market.

The study included interviews and surveys of home builders and distributors of air conditioners, sun screens (shades) and windows. The data collection and analysis utilized a time-series, cross-sectional approach which compared trends and changes in the APS territory with those occurring in outside areas (NV).
