Oregon Aviation Plan

For the Oregon Department of Aviation (ODA), under subcontract to Mead and Hunt, EDR Group (now EBP) updated the 2007 Economic Impact Study that the firms developed as part of the State Aviation Systems Plan. The Update includes 57 Oregon airports that are listed in the National Plan of Integrated Airport Systems (NPAIS). The study included in-depth interviews with airport managers, visitor spending surveys for commercial airports, and analyses that air cargo services and business travel provider to the Oregon economy using datasets from the Freight Analysis Framework, the US Census Bureau Foreign Trade Administration, and the US Department of Commerce.

To help mitigate costs, EDR Group applied its model developed from visitor surveys conducted in airports across the U.S. to estimate visitor spending generated from general aviation airports. The model features a regression analysis to estimate GA visitor spending based on (1) the economy of airports’ host counties, and (2) airport characteristics (e.g., length of the largest runway, number of operations, and number of itinerant operations).
