Missouri State Rail Plan

By EDR Group (now EBP), under subcontract to HNTB, for the Missouri Department of Transportation (MoDOT)

The Missouri State Rail Plan is a strategic framework outlining the development of alternatives for increasing investment in passenger and freight rail service in Missouri for the next 20 years. EDR Group assessed the statewide economic impacts of the rail system on industries and businesses in Missouri.  The firm also examined the economic impacts of existing and proposed passenger rail operations in the state, including proposals for introducing new high-speed rail service between St, Louis and Kansas City. Using TREDIS, EDR Group evaluated the economic impacts of alternative rail system investment scenarios and provided estimates of both public and private return on investment, including an allocation of benefits associated with proposed rail system improvements. The assessment also includes extensive commodity flow assessment for in-state and through freight movements as well as an evaluation of proposed plans on freight-dependent industries in the state and on national-level logistics operations that depend on rail investments located in Missouri.
