Use of Value Capture to Fund Transportation Projects

EDR Group is working in a team with the Texas Transportation Institute to develop methods, guidelines and case studies that show how value capture methods can used to help fund highway projects in the US. This project is funded by the National Cooperative Highway Research Program.  It builds on prior work by EDR Group and TTI on value capture.  It examines US and international experience in methods of regulations, processes and activities that can enable a state agency to leverage private investment and local regulations to enable joint development projects or other ways to obtain revenue by capturing revenues from adjacent land value uplift.

EDR Group is assessing both the financial impacts and long-term economic impacts of value capture techniques using methods developed and evaluated for this project. The goal of the study is to provide state DOTs and MPOs with the ability to identify potential projects that may be candidates for value capture initiatives, and assess value capture outcomes for such projects.
